From the Taj Mahal to Electoral Politics: What Makes Agra a Key Political Centre in Uttar Pradesh?

Agra: Known worldwide for the Taj Mahal, Fatehpur Sikri, its famous Petha and thriving footwear industry, Agra also occupies an important place in Uttar Pradesh’s political landscape. Its nine Assembly constituencies, diverse social composition and distinct urban and rural concerns make the district politically significant.

Agra district comprises nine Assembly constituencies: Agra Cantonment, Agra North, Agra Rural, Agra South, Bah, Etmadpur, Fatehabad, Fatehpur Sikri and Kheragarh. In the 2022 Uttar Pradesh Assembly elections, the Bharatiya Janata Party (BJP) won all nine seats.

Tourism and Footwear Industry Define Agra’s Identity

The Taj Mahal, one of the Seven Wonders of the World, attracts visitors from across India and abroad. Fatehpur Sikri and several other historical monuments further strengthen Agra’s tourism profile.

Beyond tourism, Agra’s Petha enjoys nationwide recognition, while its footwear industry forms an important part of the local economy. Thousands of small and large manufacturing units produce footwear for domestic and international markets.

Social Composition and Local Issues Shape Politics

Agra’s electoral dynamics are influenced by the presence of communities including Jatavs, Brahmins, Thakurs, Jats and Muslims. However, the social composition varies across constituencies, making local factors and candidate profiles important elements in electoral contests.

In urban constituencies, issues such as business development, roads, traffic management and civic amenities remain important. Rural areas place greater emphasis on agriculture, employment and basic infrastructure.

The geographical characteristics of the constituencies also differ. Bah is known for the ravines along the Chambal and Yamuna rivers, while Fatehpur Sikri and Kheragarh have predominantly rural characteristics. Etmadpur also has a diverse social composition.

Community representation, including Brahmin and Thakur voters in Bah, and Mallah, Kushwaha and Jatav voters in areas such as Fatehpur Sikri, Kheragarh and Etmadpur, contributes to the district’s varied electoral landscape.

BJP Swept All Nine Seats in 2022

The BJP secured victories in all nine constituencies in the 2022 Assembly elections.

The winning candidates were:

  • Agra Cantonment: Dr GS Dharmesh

  • Agra Rural: Baby Rani Maurya

  • Agra South: Yogendra Upadhyay

  • Agra North: Purushottam Khandelwal

  • Bah: Rani Pakshalika Singh

  • Etmadpur: Dharampal Singh

  • Fatehabad: Chhotelal Verma

  • Fatehpur Sikri: Babulal

  • Kheragarh: Bhagwan Singh Kushwaha

The result marked a significant electoral performance by the BJP in the district.

BSP’s Earlier Stronghold

Before the BJP consolidated its position, the Bahujan Samaj Party (BSP) had considerable political influence in Agra.

In the 2012 Assembly elections, the BSP won six of the district’s nine seats, while the BJP secured two and the Samajwadi Party won one. The subsequent electoral results reflected a change in the district’s political landscape, culminating in the BJP’s sweep in 2022.

Agra’s Significance in Lok Sabha Politics

Agra Lok Sabha constituency also has a notable political history. Ajay Singh won the seat in 1989, followed by BJP leader Bhagwan Shankar Rawat, who secured three consecutive victories and also served as chairman of the Public Accounts Committee.

Actor-turned-politician Raj Babbar, associated with the Samajwadi Party, has also been an important figure in the region’s electoral history. He won the Agra Lok Sabha seat before contesting from Fatehpur Sikri, where he lost to BSP candidate Seema Upadhyay. He subsequently contested from Firozabad and won.

With its combination of historical significance, industrial activity, diverse social composition and nine distinct Assembly constituencies, Agra remains an important district in understanding the changing political dynamics of Uttar Pradesh.
